TISTA Science and Technology Corporation is seeking a Director NIMH, who is responsible for organizing, directing, facilitating and managing all aspects of contract management support functions as part of managed services. This involves complex and inter-related program tasks that often require managing multiple programs and locations. The Director will work with Sr. Executives, corporate departments, Business Units and Program leads to develop strategies and initiatives around metrics driven KPIs and management best practices. The Director will also conduct program assessments, build/review/implement roadmaps for program improvements and engage with program stakeholders in administering program schedule and risks. Managing and maintaining relationships at all levels, including senior levels is another expectation for this position.


The Director shall possess the end-to-end vision, knowledge, skills and ability to plan, conduct, direct and supervise the services work to be completed within the scope and customer business needs. This work would be done maintaining compliance with both Federal and customer specific programs, policies and procedures. This position shall assure that the best solutions are utilized to meet the business and technology needs for development, operations, and maintenance of small, medium and large programs.


Responsibilities



  • Develop and present executive briefings and dashboard reports

  • Lead a team of 8-12 individuals across the following disciplines to deliver results demonstrable through KPIs:

    • Software Development

    • Infrastructure

    • Quality Assurance

    • Help Desk



  • Provide strategic and tactical guidance and direction to the team within an IT organization that is transforming to the next level of maturity

  • Create project task schedules, work breakdown structures, master project and program schedules

  • Assist with implementation of Change Management practices

  • Identify relevant risks and assist with creation of risk mitigation strategies

  • Assist in implementation of different artifacts

  • Track progress and respond to emerging challenges

  • Provide direction for administrative and technical support

  • Provide direction to team with management of ServiceNow Suite

  • Assess software development efforts for Java and .net applications

  • Assess LOE estimates from software developers

  • Analyze application development methodology and provide recommendations for updates

  • Directing the team in the areas of design, development, coding, testing and debugging of applications

  • Guide teams through the problem-solving process

  • Analyze cyber readiness SOPs, provide recommendations, automate, and implement continuous process improvement

  • Analyze and review SOPs for SDLC, infrastructure management and maintenance, and Help Desk; provide recommendations, automate, and implement continuous process improvement

  • Analyze enterprise architecture, provide recommendations, automate, and implement continuous process improvement

  • Guide team toimplement necessary best practices and frameworks in areas of SDLC, RPA, Test Automation and Help Desk.

  • Provide gap analysis for various area of SDLC

  • Identify and recommend opportunities for improvement within segments of the organization

  • Be a strategic thinker both short term and long term with tactical wins

  • Excellent communication skills with ability to discuss a wide variety of technical topis with all levels of an IT organization

  • Coach team members to excel in their respective areas

  • Demonstrate situational awareness in communications and relationship development within a complex IT organization


Qualifications



  • 15+ years of experience in oversight and leadership of all facets of large scale IT design, development and operation programs.

  • Knowledge and experience with leading diverse functions, including communications, developing UI, capturing, managing, integrating and analyzing complex data sources preferably with health program data (such as medical, pharmacy, financial, Medicare and Medicaid program data)

  • Knowledge and experience with feasibility, assessing, identifying and recommending IT system and related business stakeholders’ data requirements; solution prototyping and development; and impact of system changes on business and/or IT processes

  • Knowledge and experience with prioritizing, preparing, and implementing IT systems with business/architectural improvements, alternatives, strategies and business/architectural improvement plans; and emerging technologies and strategies consistent with federal customer business strategies

  • Knowledge and experience with IT systems deployed in a cloud infrastructure, such as AWS

  • Keen awareness of customer approved SDLC and Agile methodologies, IT Infrastructure frameworks, Technical Reference Models, operating environments, infrastructure toolsets, and Government compliance regulations

  • US Citizen/Residency Requirement (3/last 5 years working in US)

  • Must be eligible to obtain a Public Trust clearance
